Currently networks make this fairly difficult in order to keep their business wherever possible. They use retention teams offering special deals to keep customers on their network. Even when you get your PAC code it takes two days to transfer the number. OFCOM have now stepped in to try and reduce this time to 2 hours and also to put pressure on the networks to make obtaining a PAC code easier. It may even be possible in the future to transfer without getting a PAC code yourself, the code being obtained instead by your new network.
